Capital District Complete Streets Design Guide

The CR-109 Complete Streets Corridor Study will utilize the Capital District Complete Streets Design Guide to inform Study recommendations and outcomes.

The Capital District Complete Streets Design Guide provides planning and design guidelines to support policy advancement and implementation of Complete Streets in the Capital Region. Complete Streets are streets designed for all users, all modes of transportation, and all ability levels, to ensure our streets serve all users equitably. Leveraging the guide ensures transportation investments are consistently planned, programmed, designed, operated and maintained with all users in mind.

  • New York State Carbon Reduction Strategy (2023)

    New York State Carbon Reduction Strategy’s goal for transportation and mobility is to reduce carbon emissions from the transportation. Recommendations for transportation and mobility include expanding Zero Emission Vehicle (ZEV) adoption and infrastructure, enhancing public transportation and other efficient mobility systems, and increasing opportunities for active transportation and shared mobility.

  • Capital Region Transportation Council Regional Freight and Goods Movement Plan (2016)

    The Regional Freight and Goods Movement Plan’s goal for transportation and mobility is to understand the role and profile of freight transportation to make appropriate investments and support the efficiency and safety of goods movement.

    Recommendations for transportation and mobility include street improvements like turning lanes, signalization, and alignment changes to facilitate freight movement, local delivery optimization to better harmonize urban goods movement with multimodal transportation, educational programs for planning and zoning boards about the Freight Priority Network, and port expansions and capital capacity expansions projects.

  • Capital Region Transportation Council Capital District Trails Plan (2018)

    The Capital District Trails Plan’s Vision is to help all local communities in the Capital District access, plan for, and continue to develop a seamless, connected, regional trail network. Four core trails and nine supporting trail network segments are identified in this plan for Saratoga County. None are within the CR-109 corridor study area.

  • Town of Halfmoon Comprehensive Plan Update

    The Town of Halfmoon aims to be a growing, fiscally balanced place, that values and celebrates its historic, cultural, business, and agricultural resources while remaining progressive in its efforts to conserve said resources and look to the future.

    The Plan’s goals for transportation and mobility include continuing to provide safe, convenient, and efficient transportation options and to minimize the impact of traffic on the Town’s character and quality of life. Recommendations for transportation and mobility include establishing and/or maintaining pedestrian and bicycle (multi-modal) connections and continuing to evaluate and seek improvements at major intersections through collaboration with neighboring municipalities.

  • Town of Clifton Park Comprehensive Plan

    The plan lays out goals to increase coordination and cooperation with adjacent municipalities to foster and improve traffic/transit planning and provide a multi-modal transportation network that allows for Town residents and visitors to travel by motorized vehicle, bicycle, transit, or on foot.

  • Town of Clifton Park Recreation Plan

    The Vision for the Town of Clifton Park’s Recreation Plan is to expand and maintain Clifton Park’s park and recreation system, provide all residents with quality facilities, trails, programs, and open space that are and attractive, and provide diverse active and passive recreational opportunities that support healthy lifestyles. The Parks & Recreational Facilities goal includes continuing to promote and enhance the Town’s multimodal transportation network.

  • 1999 Town of Clifton Park Trails Master Plan

    Objectives for the 1999 Town of Clifton Park Trails Master Plan include providing facilities for wide range of users, emphasizing trails that connect residential and commercial areas, and providing trails as a commute option. Multi-Use Paths are recommended to be 8 to 10 feet wide with 2-foot shoulders, and a 2-3% cross slope. The Plan identified CR-109 as in need of shoulders, and as having two auto/pedestrian/bike conflicts within the study area.

  • Dwaas Kill Nature Preserve Concept Plan

    The Dwaas Kill Nature Preserve is located between Carlton Road and Pierce Road. The concept plan includes proposals for a multi-use path along CR-109 between Carlton Rd and Plank Rd, restoring disturbed riparian vegetation along the corner of CR-109 and Pierce Road, introducing trails with a trailhead at Plank Rd and CR-109 with pedestrian crossings, and the implementation of trails to allow for multi-modal access within the project study area.
